OREGON RAFFLE Information

​1. You must file an application if your total income is over $10,000

2.  You must have all of your PRIZES finalized and listed

3.  You must have final copy of ticket/flyer design 

4.  It can take up to 60 days in order to get your application approved

5. To qualify for a gaming license, charitable organizations must:

 

  • be exempt from paying federal income tax, and

  • have held tax-exempt status for a period of at least one year, and

  • have been engaged primarily in their charitable, fraternal, or religious purpose during this period.

6. If you are required to get a RAFFLE License especially if ticket sales are $10,000 or more.   IMPORTANT! This form is required when the retail value of the prize awarded is $200 or greater. The winner’s signature and street address must be obtained when the retail value of the prize is $600 or greater. Refer to Section 7 of Gaming Handbook.

 

7. This is actually covered under STEP 8 and especially in response to Question 11 on filed form RF-C  (Do you plan on holding a Raffle, Bingo, Monte Carlo event).

Are there additional licensing or registration requirements?

Certain nonprofit organizations are required to register under Oregon's Charitable Trust and Corporations Act ». Charitable gaming license applications are reviewed to see if the applicant organization is subject to registration and if registration is current.

 

All charities registered with the Oregon Department of Justice must file an annual report using one of the options below.

We mail the appropriate form preprinted with the organization’s address 2-3 months in advance of the due date.  If you cannot locate that form, you may download the appropriate form for your charity from the list below. Fill it out and mail it, along with a check for filing fees, to:

Raffle Tickets

The following information must be printed upon each ticket sold or shall be otherwise provided to each purchaser at the time of the sale:

(1)

The date and time of the drawing;

(2)

The location of the drawing;

(3)

The name of the organization conducting the raffle;

(4)

The price of the chance;

(5)

A full and fair description of the prize or prizes to be awarded;

(6)

The retail market value of each prize to be awarded; and

(7)

The total number of tickets which may be sold.
